I need to upgrade my laptop RAM and im not sure what to buy. Could someone help me decide which one to buy and tell me the difference between 4 latency, 5 latency, and 6 latency. Is the performace boost really noticeable between 6 latency and 4 latency, should i just settle for 5?

Lower the better, but it's not much of a difference and you won't notice it unless you run some benchmarks.

So the product 3 kingston hyper would be best because it has 4 latency? is it worth spending $15 extra for 1 latency point.

Im going to be using my laptop for college work and games would a game count as a benchmark?

maybe if you run synthetic benchmarks, running games would not gain you any fps at all unless 0.5 fps matters
