Depends how you look at it.
I myself wouldn't think the adults would get in trouble for giving kids candy, unless of course they asked them to come inside.

The kids usually say the "Trick or treat?" part, and "No thanks!" is probably supposed to be the anti-social reply... from the adult. That's how I see it.

I imagine that by posting that notice people are letting the kids know that there are no treats to be had there and that any tricks are the anti-social behaviour.

| when I was younger we knocked on someones door and said trick or treat and the old dude said "TRICK! HAHAHAHA!" and threw a load of money behind us, I still don't know how that was a trick.
