Only occasionally, I can run online programs (games, internet browsers, messenger clients), but it would only take about half a minute before it begins to stop working again, then come back online.

According to my connection status, everything is running smoothly. My incoming and outgoing bytes are going at the correct pace. I'm not downloading anything or running any torrent clients, so I know it can't be that taking up the bandwidth.

I don't know what it is causing my problem, so I was wondering if there was a program out there that shows what is currently running on my computer and how much connectivity they're using.

Please describe your entire network configuration, from the wall socket to your PC.

You maybe have a network worm? Just a guess, it could probably be re-routing info to places so that might be what is taking all your bandwidth.
