| I wanna upload to IPT but it doesn't go up i always stays at below 1 and the other one uploads great.

That's your problem. To upload you need at least 1 Leecher downloading or else it won't. ;[

Shaun of the dead is not exactly a popular torrent anymore. If you are trying to boost your UL ratio I'd suggest grabbing something more popular.

You only have 1% of the file. The majority of the peers/leechers have downloaded more than you have, which is why they don't need to request any pieces from you.
Also, increasing the number of actively connected peers should help increase the amount you upload.

Are you new at this? You should really have a basic understanding of how torrents work before you use them, especially before using a private tracker, you'll probably get kicked before you know it.

Wrong, you actually begin seeding when you have enough of 1 part of the torrent to seed out. While you will not be counted as a seed peer you will essential begin seeding well before your download finishes. This has been the same since Bram released the first clients.
After looking a second time, I see you are seeding another download at nearly 60 k/sec depending on what your have set your upload limit to in your client this may be why you are seeing a 2 - 10 k cap on the 2nd torrent.

You can't seed a piece you don't have, so the more pieces you completely download, the more you can upload.
And the more peers there are, the higher chance that someone else needs that piece and will ask you for it (metaphorically).

if you don't have the completed file, then you aren't a functional seeder, nor are you seeding.
