Skills? For example something that increases the chance you will not get caught. Bribes, etc. Just look up oblivion.

It's an rpg, so I'm already planning on skills. So far I have enemies that drop gold and weapons, a crime system, a reputation system, and I just finished up the experience/ leveling system. Once you level, a window pops up that lets you choose between raising your max health (endurance), raising your speed (speed), raising the damage you make (STR, but is a WIP), and raising damage you deal/maximum mana in magic spells (MAG/INT)

It's not a shooter at all
It's a first person RPG. Technically, you travel around a world completing quests and receiving rewards. There are occasionally optional dungeons that you can explore (currently only 1, lol), and they contain monsters and chests. The size of dungeons are generally however I want them to be, but their style matches the area they're placed in. They are NOT randomly generated. My goal is to make a free roaming environment with little to no limitations. If a player wants to go on a killing spree, he is more then welcome to. If the player wants to steal, he can. If the player wants to talk shit to people, then I hope he's expecting the people to act like shit back because that's what they do

Yes. The languages it uses are pretty easy because they have 10 years of built-in functions piled into the compiler. I code in DECORATE and ACS (which are the main languages used for zdoom).
So a year of experience and 10 of user-friendlyness really helps.

You will be able to buy houses just like in Daggerfall.
Visit the bank, purchase a house for a whole shitload of money, walk up to door, go inside.

It's going to be in raycasting.
