Is Cheat Engine able to cheat at voting?
If not, anyone can share some method of doing so?

Maybe you're talking about online polls?
Forget about it... CE + Online = Won't most likely ever work.
There are other methods tho, but as they're not related to CE I won't explain them.

I had done my resercrh recently.
I found some people suggest I need to use Winsock to get the POST method packet, then use netcat to send to the server.
Do that method work?

I made something primetiv and unstable a while ago.
I used Autoit 3 (Macro) and TOR/Vidalia (Automated "proxy" net. It spoofs you IP, and that should do it...)
Make a simple mouse click script to click script and that should be all 
(When i did it in a game i became the highest referrer on just 8 hours and was still lv.1 !)
