Some games are much cheaper in dollars, than in pounds, on Steam.
Could I use a VPN to get American prices?

Too risky, For both parties. The guy doing the gifting could just walk away with his money and the guy sending the money could do a charge back after he got the game.

Then let him VPN, I would if he wanted to and I wasnt in Argentina (Steam store still shows prices in USD though).

How are you paying? If its a credit card it might be regional, If you're using paypal and you log in with a VPN they will almost immediately limit your account.
