So, I have an aftermarket GPU cooler on my GPU, and just now it started making a noise, I looked at the fan and it was spinning real slow compared to the other one (there's 2 fans on the cooler) I touched it with my finger and it sped up again, This happened 3 times, I restarted and it hasn't happened since but I'm wondering if this is bad.
GPU is an ATI HD 4850.
I forgot the name of the cooler though.

This probably isn't going too big of a help, but it sounds just like how my laptop cooling pad went. I doubt it's the same, but what happened for it is that the fan blades kept getting bent a little somehow, and would occasionally catch whilst spinning, making a noise, and slowing down/stopping. Might be something to check about.

I doubt that's happening, but I'll check tomorrow I guess.
