Well it wasn't completely off. Your system itself only uses what it needs. Efficiency comes into play at the wall to PSU. Efficiency isn't measured off of 100% load though, it goes down as load increases. The computer might physically only be gobbling 270w but you'll be drawing 300w from the wall, assuming 90% efficiency.

You can draw over the recommended amount, nothing is really stopping you from trying. PSU's are not created equally, your mileage may vary, maybe by a shitload in some cases. In case of serious shit going down (seriously overloaded) the PSU should trip and protect everything.
