| How so? Steam doesn't have servers. People are hosting games from their own pcs or servers. There are no dedicated valve servers.

if it is too busy it wont let you launch the game.

Uh no? It will just bitch it didn't sync with steam cloud or some shit. I've done it.

its practically the only anti piracy protection they have. you need to connect to the steam server in order to launch the game.
try it if you want
get any huge torrent and change your peers config to 500000000000 per torrent or something absurd like that until you are unabled to browse the web anymore, then try to launch TF2
