Gamehacking forum isn't working for me, so I am using GD.
for a certain game I know three methods of hacking. This is CE memory hacking, WPE packet editing, and HEX editing. However, someone informed me there is a fourth method that has to do with development, but won't tell me what it is.
Can anyone give me an idea on what this may be?

Pretty sure that's what he meant by CE memory hacking(considering he said HEX editing, so that shouldn't be what he means)
But uh, HEX editing technically is the same as CE memory hacking anyway, which is all the same as re-assembly(what you're calling disassembly)
So really you've only got two so far. And I'd almost bet money the person is basically saying the same thing.
Oh and technically packet editting(which doesn't have to be 'WPE') is also memory editting, it's just different in that it doesn't always modify the program directly, as people usually refer to "packet editing" as when you modify the packets(the binary/whatever base information of the packets, which you're calling HEX) right before they're sent using hooks or otherwise re-assembling(which is essentially what you're calling 'HEX editing')
So you've really only got like, 1.2 in that list. (the packet editing one gets 20% credit for effort)

It most likely is dissasembley
with dissasembley you could edit the assembley code a program with a program llike IDA or OllyDBG
