You basically force the gifted person to buy whatever you want him to spend money to the store it's for. If you buy a 10 euros gift card here at Toys 'R Us, you have to pay 10 euros. For this money you can buy games and such, and might even buy additional things while you're at it. That way you trigger whoever gets the giftcard to spend more at the store the gift card was from. And even if he did not pay additional stuff, the company would still gain money from the gift card.

I think he has a generic Visa gift card, which usually do cost extra money on top, not a specific store gift card, which usually don't.
