tl;dr definition of effect c4ds:
-layer that gives pretty lights to an image when filters are changed <3

Uhm.. You're probably trolling but whatever, go to select menu, and choose color range.

Or you can use colour balance filter. But you already know that.

First of all it isn't even a filter and second that doesn't remove the background.
