they're called effect c4ds.
tl;dr definition of effect c4ds:
-layer that gives pretty lights to an image when filters are changed <3

Uhm.. You're probably trolling but whatever, go to select menu, and choose color range.

Or you can use colour balance filter. But you already know that.

Or you can use colour balance filter. But you already know that. | First of all it isn't even a filter and second that doesn't remove the background.
