What exactly do they excel in over lower clocked quads (the i7s that lie in the same price range)? The i5 680 has a base frequency of 3.6 ghz!

| First of all there is no such thing as 'excess clocked' so your question doesn't really make any sense. Secondly, pipelining, CPI, etc. has nothing to do with Steve Jobs. You should probably start looking at benchmarks instead if you are actually interested in comparing performance.

I now know what kinds of applications and situations high clocked dual cores are better at than low clocked quad cores? That's really strange, because I don't know that, and if someone answered my question, even me, then I would know that.

It all depends. If a program isn't optimizing for a quad then a dual will benefit due to its higher clock speed.
If a program is CPU optimized then a quad will benefit even if they run at a slower frequency.
It's like packing things to a back of a truck. One has 2 strong men (core i5 @3.33GHz) doing the work, while the other has 4 average men (Core i7 @ 2.66GHz) doing the same thing, the 2 extra men is a advantage since each person needs to run back and forth less, while the 2 strong men needs to do twice as much to get the job done.
