And that's exactly what it means. I catch mine at level 70, and it will be much stronger than the one you catch at level 45.

Probably not. They're made to be equal regardless of EV's. The level 40 one has shit IV's and the level 70 one has god tier IV's.

Plus I don't even use Lugia. I'm not a casual.
