Other server software offers things like mass-filling spaces with blocks of the same kind (for quickly building walls, digging rooms etc.), and some even offer multiple maps being hosted at the same time. And actual user ranks besides non-op and op.

Just make a big box out of the admin block

I'm super confused with orpe or whatever that map creater thing is.
So after I make a map I export as .dat for multiplayer servers, replace server_level.dat with my file, and try connecting to my server, but it won't load.
After reverting back to a randomly generated map it works fine.

Alright then random it is, we'll have to level the map by hand.
The theme is big city, so basically we'll create a city grid with land plots, and start "selling" those to CEF members.
Those who "buy" a plot get to build whatever building they want with their space.
Considering the plots will be somewhat small, most will be limited to skyscrapers, which is exactly what we want in a big city.
Others with larger plots are encouraged to build extravagant buildings like libraries, schools, airports, etc.
Sound good?
