Cheat Engine has been a part of my "kit" when installing windows for a long time. But this really irritates me.
All search toolbars are commercial bloatware. They are all freely available, anyone who actually wants one can simply visit the vendor's website and download it whenever they want- or simply add the engine to the search bar that comes built-in to most modern browsers. The primary purpose of including it in an installer for an unrelated program is to attempt to get people who do not wish to use it to install it accidentally.
In my opinion, it's exactly the same as a trojan. Unwanted software riding on something else that makes someone money. At least you don't hide it behind some idiotic radio menu like most people who try this do, but it's still inappropriate. It's just one part of the cancer killing the internet.

The download page also offers a version without it: http://cheatengine.org/download/CheatEngine56WithoutSetup.rar
and then there's also
http://cheatengine.org/download/CheatEngine56NoCandy.exe
Also, the bing toolbar isn't included with the setup, it's just an advertisement asking if you want to download it. And as you saw, it is not downloaded by default, and often you can just click next without even reading it (I did notice one or two have nothing selected which blocks next, but I'm trying to get that resolved). Only if you explicitly say you want it, it will start a download it from the internet(which you can cancel), and then separately asks you if you want to install it(which you can then still deny)
And it's not only toolbars, some of the tools they advertise are decent tools:
Norton Security Scan, NetNanny, kaspersky security ,bitdefender, and some others
and yes.. it also advertises internet explorer 8, but I'm sure everyone is smart enough to make their own choice about that
