Any level except for 100. (there's a way to get EVs you gained by PC storage if you're level 100. i think)
Also, pokemon must not have been in any battles.
If they were, then spam use the EV decreasing berries.

any lvl 1-99. At 100 you stop receiving EVs.

Scizor is that among god. My scizor is adamant and trained for speed and attack. When he maxes out with 3 sword dances, he becomes unstoppable with bullet punch.

I dont have to keep count. I have an action replay code that displays EVs and IVs in the stats on each pokemon depending on holding L or R. I dont mind EV training but keeping track is a pain in my ass.
