I tried booting my parents old computer that they said wasn't working. It booted up the first time saying "Last Shutdown Due To Thermal Event" and the second time it didn't, but it would eventually say it again, reboot after reboot. I hit "Start Windows Normally" on the screen and it would load up "Windows XP" half way and freeze, sometimes not at all at times. When I say half way I mean it's darker than normal and the bar doesn't scroll across at all, just very darkly shaded to the looks of it, but still legible to see what's there.

EDIT:
Also, when I start it up it makes at times, it makes a really loud screeching sound; but it seems to have gone away... for now.

open the case , and check on the mainboard for the battery disk and remove it, leave it (( obviously need to unplug your CPU first ))
after removing the battery wait 10 minutes and then put it back and try to turn on your PC again

Alright, I have it unplugged and battery removed. So now I wait 10mins and put it back in and boot right away when it's back in?

EDIT:
Well, I put it back in and booted it and configured the time and crap and it's just booting in circles, not going anywhere.

Check fans to make sure they're working properly. Watch them to make sure they are spinning. See if you can blow on them and see if they freely move while the PC is off. Check capacitors for leaks / bulging.

Capacitors are fine. I'm trying to run a Windows XP Professional Setup CD and I'll tell you how that comes along if there's any progress.

That event you have is due to overheating.
Check that your CPU fan isn't clogged with dust.

Make sure your CPU fan is actually in contact with the CPU by checking out all corners to see if they are secure.

Remove/reapply a clean solution of thermal paste.
Before doing so remove the old thermal paste on the CPU and HSF.
Clean off the access stuff with 100%/91% isopropyl alcohol or better yet

Yes, the fan and everything is fine, I haven't been getting that error anymore.
I just reformatted and now when it's supposed to reboot and begin the setup, it yet again freezes at the "Microsoft Windows XP" screen where the bar slides across the screen.
