I've heard some HDTV have a build in USB port so you can directly hook up your ext. HD and play your video clips.

Yes, I saw a few of those.
OP, do you have a HDTV already or are you going to purchase one?
If you are going to purchase one then buy one with USB capability.
Beware: just because it has a USB port doesn't mean it can watch off the USB. The USB port may be used only for flashing the TV's firmware.
If you already got a HDTV use the Western Digital TV.

I'd hate to shell out 100 USD for something that seems so basic :\
I think i'll just wait a little bit and see if they either 1) lower their price or 2) get more codecs supported!

There are alternatives to the WDTV, but I don't know of any.
I personally have a Media Centre PC with 4TB HDD's hooked up to my HDTV.

Hmm, one time i plugged my computer into the TV via HDMI.. worked fine but the graphics looked HORRID.
Not sure if i set it up wrong, but everything was unreadable and stuff!
Ideas?

8800GT, and i think it was because i used s-video...
But right know i can't even remember how i plugged it into my TV...

Use a HDMI cable or DVI cable.
If you can't use those, then use a VGA cable.
What exact ports do you have on your TV and GPU?
