I am using an onboard realtek ac97 annd there is constant background noise. it happens when I move my mouse around, or when opening applications and shit like that. what is this and what can i do to avoid it?

Well it can't come from your sound card, but perhaps your internal speaker? Find out where exactly it's coming from. I get a slight whining noise from my HD when I'm manually resizing windows.

Describe the noise, if it's a high pitch whine then it's most likely from the monitor.

check if your headphone wire is properly inserted the right pin and not lose? I remember my laptop had the same problem and I could hear the hard drive spinning and accessing data through my headphones...

I know the problem, it happens with me too, and with other devices as well. (even my television, I can hear all the processes it goes through when browsing the network)
Probably some fluctuations in power/magnetic field when the system is under more or less stress
Try plugging the headphone into the line-out of your soundcard (or configure the port to be line-out) That has significantly decreased the interference for me
also, never use the front panel of your comp, it's the worst. (that cable passes almost all components of your system)
As for a full fix, I'm not sure, you could try getting one of those expensive soundcards with extra shielding and golden sockets, but honestly, most of the time when you're playing audio it's loud enough so you don't hear those background noises.

Also, you could do what these youngsters these days do to get rid of the background noise, just wear your ipod thingy and set the volume to maximum, after a few days/weeks, you won't be hearing that background sound anymore)
Good hearing is overrated these days anyhow.
