As in most value for your dollar, I want to run games like ME2 and MW2, I can run Tf2 smoothly. I have a dual core Pentium, 2.66 MHz

ATI, everytime. A 4850 will match a 9800.

also, if you are buying online, and willing to pay 150 as it seems already.

Will I be fine using that with a 300 watt PSU?

If the PSU isn't a piece of crap, it should be fine (I would use the calculator here. Remember it needs a separate 6-pin power connection from the power supply.
EDIT:
I'm still trying to sell my (512MB) HD 4850, if you're interested in saving a few bucks (or putting it towards a new PSU).

what brand is it? I am actually planing to buy a Sapphire 4850. My money isn't in yet though, or I'd have bought a new one.

You should put it up on amazon or something.

It's an MSI R4850, with the big heatsink/fan & copper pipes for heat distribution. I've never had any problems with it, just that ATI's Linux driver needs an older version of X server and is a pain to configure.
I'm probably going to end up putting it on ebay or craigslist, just haven't gotten around to it yet.
