well i hear this is the starcraft 2 system requirements was on OFC fourm

You meet minimum requirements, but the GMA950 doesn't have hardware Vertex Shading. You can probably play it well enough anyway.

a GMA950 isn't worth jack shit unless its on windows vista or 7. On xp, games wont even detect it has pixel shader 2.0, and it actually does have shader 2.0 hardware. My netbook has an ancient GMA950, or in this case its a 945GM. All the same class, same drivers.
I am guessing this is a desktop, so GMA booster wont help. It would clock back up the GPU, because on laptops and netbooks they underclock it to 166mhz, but its stock is 400mhz normally. http://groups.google.com/group/intel9x-gaming This is a google group who had been moding drivers for the 950GMA. They help quite a bit. If TF2 wouldnt bsod my netbook, they would let me play. With them I was getting playable frame rates even on bigger maps, but then i bsod anywheres from 2 seconds to 2 minutes.
Recently the mod drivers were removed due to intel suing, but if you can find them, they do help alot. They currenty have these newer ones for windows 7. I'm not really sure how to read windows NT, but It looks like you're on build 7600, so I'd try them. Worst that can happen is you cannot play.
Just keep in mind, the GMA950 is way out of its time, and needs to just be destroyed, or atleast upgraded.
