okay heres my problem. My brother is a fucking idiot and is attempting to play america's army 3 on a school computer that was 100$. the game is very large and because of where i live the internet is completely whored by his actions... I was wondering if someone knew some way to some way to allow me to disallow the connection to the download site through my computer or completely stop his internet capabilities. Thank You!

You can rip his Ethernet cable. You can go to his pc and ad the ip you want blocked it his hosts file. You can go through your modem settings and block him.

Do you have admin rights? You can shut down his computer by going into cmd and typing shutdown -s -m \\(Put his comp name here) -t 0.
You can also add a comment like | Code: | Dear User,
We at [insert ISP here] have a limit on bandwith, and you have exceeded that limit. Please be mindful of others using the internet on our pipes.

[Your ISP]

I'm sure the size of a game's client is well within restraints of any bandwidth cap from an ISP.

| You could just go slap him upside the head and tell him to just quit it. That or if on a router and he is wireless. Use mac filtering.

go onto his computer if you can,
make a cmd file (you can paste this code into notepad than go to file>save> cmd.bat)
now put the cmd.bat in his startup folder, everytime he logs in, bam he's fucked.
OR
if you don't want to be so mean, do the same thing, but
in the cmd type
which disables his internet, everyime he logs in

Go to this, and download the first couple every time he is playing. Once it finishes, delete it and do it again. After about a week or so he'll quit and say that he lags too much, or he'll complain to your parents that they should get a better internet connection, which helps you as well.
And set the bandwidth priority to high.

When remotely shutting down a computer you have the option to place a comment on why the computer is shutting down. His brother may or may not be smart enough to realize that his game couldn't possibly cause his ISP to take notice.

You have to add -c "comment" to do that.
