Questions about iphone/itouch, anyone got one?

I'm thinking of getting an itouch, but I want to be sure that it's the same as the iphone but without the phone part.
So it can do everything the iphone can do except make calls.
Right?
The reason I'm getting one is so I can build apps when flash cs5 comes out, and I want to know exactly how this apps thing works.
I understand that you open up the app marketplace on your itouch or in itunes, then purchase or download free apps.
If I made my own app and had the .ipa file on my computer, could I just transfer it over and install it without the whole market deal?
