How do I cheat?

Hi,
I found a little tutorial of how to hack in this game:

MODS - if this kinda thing isnt allowed I apologize, it's just i'm really into this game and it took me a while to find out that this will work, and i've searched everywhere and people are always trying to find ways of finding cheats for this game  . |
Now after reading the entire tut several times, I still fail to understand and get this to work, so please explain me in depth step by step!

instructions are straight forward.
open up the dev console in HL2, tpe sv_cheats 7774455
then go into CE and search for the value 7774455
freeze it to 1
then when entering a server type cl_matbright 1 or cl_wireframe 1 in the dev console |

It says 'unknow cmd' |
