Go dual-core. AMD has some nice offerings too. Get at least 1GB of RAM, or you can use 2GB of RAM, if you manage to scrape up the money. 512MB is definitely not sufficient for today's purposes.
Honestly, $200 is too little, considering you don't have a PSU, hard drive, or optical drive, which will send the total up another $100. You can throw away that thermal paste and dedicated graphics card; the paste is already included in the Heatsink/fan from the CPU and the G31 chipset sports Intel GMA3100 graphics (which does suck a lot, but that $40 will probably have to go to all the parts you're missing).
