I don't understand how to open this in CMD

I have a folder called bootsect on my desktop and it's telling me to open it and typing in bootsect.exe /nt52 g: but I don't know how to open the folder in cmd.

I think all you do is type the open command and the file directory.

I have the cmd open, but I don't know how to open the folder and typing in bootsect.exe /nt52 g: along with it.
