On my old ATT/SBC 2wire, all I had to do was unplug the power for for a min and doing so would give me a different IP address. Now I have the ATT Uverse 2wire Router which is a CABLE driven Router that doubles for providing both cable TV and Internet service and simply unlugging it or hitting the reset button does NOT result in changing my IP address!
How could I get a new IP address ?

Call your ISP with a valid reason for a new IP or use a proxy.

Unplugging it for the night then plugging it back in the morning always gets me a new IP.

or if you are behind a router change your router's IP, unplug your modem and then wait 2 mins and then plug back in your modem

release your ip (ipconfig /release)
change the mac address of your network card(different network card/port or change the addressin the registry) and request a new ip. (if you change your mac without releasing you might have to wait several hours)
most cable providers dhcp server remember which mac address they assigned an ip to
