You can't just pre-install an OS on a HDD and expect it to boot in another computer. Pentium III hardware is different from P4.
Why can't you just hook up a CD drive on your P4 mobo and install it from there?

My P4 Only has one IDE slot and i can't get it too work with IDE CD drive and IDE Hardrive >.<

| Slave your CD drive along with the HDD. Your HDD should be set to 'master'. Your IDE cable should have 2 connectors.

The computer freezes at the screen with Emachines logo where you can get to BIOS
I did :/ I tried Master then slave then Cable select on BOTH my hardrive and dvddrive

Did you even try to get into BIOS? It could be that booting from CD Drive is off by default.
Either that or your BIOS has a problem.

i can get into BIOS with hardrive and dvd drive separately

No i fixed it. Thanks FreeLancer
IDE 80 conductor cable from my new computer to used Cable select
the IDE 40 conductor cable didn't work with both of them :/
