| Probably a white softbrush, lots of dots, smudged (lots of layers) and opacity messed with.

they call it a fucking air brush... thats not a fucking air brush... its a picture fucker-up-er

This question has been answered, it doesn't need stupid comments.
Also, try pen tooling in a line, set your brush to (x)px, white round hard brush.
Then use stroke path.
Then do what Konr said.
