How do I make the background transparent on mspaint?

You don't.

You have to use a program like Photoshop to remove the background, then save as a .png.

If you don't want to pay, and you don't want to use warez, at least go for GIMP (also available in portable edition) . . .

You can use transparency in MSPaint. Suprise suprise. I forgot how.

Well, with my fiddling and searching, I did figure out how to cleanly resize stuf on paint (

). Somebody has yet to answer my question though.

Than I need a free image editor that doesn't require .net framework, and can remove a background.

Takes up too much processing speed. Anyway, I used graphics gale, MAYBE what I did made this transparent...

EDIT: apparently not.
