Is it possible to have a higher upload rate than a download rate on a file that's not even finished downloading?

the thing i'm downloading is at like 1% and it's uploading at 110kb/s while it's downloading at 50kb/s

Protip: be greedy download with 0 upload then delete the torrent

or do what i do and have 0 upload while im downloading then unlimated when its done about a few hours

if uTorrent go optins then downloads or sumthin then set max upload while downloading to 0 or 1kb/s
