I just started playing again and my fps seems to jump around a lot from 21-32
before my fps stayed at constant 30-32...
Is this happening to other people?
I download Notebook Hardware Control, maybe it is because of this? How do i temporarily disable NHC? I tried closing the program but it didnt help.

Alright now i would open up regedit and open up search (control+f) and type in "Notebook Hardware Control" and keep hitting f3 to goto the next one and so forth.

Try and see if that helps and also try disabling your anti virus temporary and firewalls and then try it.

Before i even had NHC, i already had my anti virus and firewall...So this isnt causing my FPS to go low

What the hell are you talking about?
Almost everything you've said so far is pure crap. You wouldn't need to do an HJT scan because the OP apparently knows what is causing the problem.
To the OP:
I've never used NHS, but judging from a quick Google search, it can control power usage and CPU usage. Go into the settings and disable any power-saving features and such. If that doesn't work, try right clicking your desktop, going to properties, the screen saver tab, Power, then switching the profile to always on.

I set back everything in NHC to the default settings then i turned it off but it didnt help.

If i delete the registry files then how am i suppose to use it when i need to? I just want to disable it temporaily

For example in the registry for the chat program AIM
It stores uses names, hashed passwords, last logged in, and options.
All you did was delete those so that anything you changed would not be in effect still and just be the files there for you to keep.
That is why you deleted them....

You never told me to delete them, just told me to press CTRL+F then keep pressing f3
