I'm sure you'll find that DOS will boot basically instantly.

It really depends on how you customize your setup - the easiest Linux distribution to customize would be Gentoo by far, though, the easiest to use would be Debian.

Anyways, I'd say if you customize your kernel build, and what modules loaded on boot, Gentoo would have the easiest potential to be the "fastest".

A long time ago, Microsoft claimed that Windows 7 was going to be able to boot up (as in logged in and idle on the desktop) in 10-15 seconds.

Well I can get vista to boot up in about 8 seconds for me but this can only be achieved after some heavy tweaking.
