No, torrent files are 100% safe.
Of course, the files that it makes you download when opening those torrents in a torrent program might delete all the data on your comp and overwrite your bios so each time you startup your computer you get a message that you've got owned
So, as always with everything on the internet, just watch what you're executing

To add to that:
Make sure you only get torrents from trusted sites, make sure you check the comments, people will alert you if there's a virus.

yes, if you don't limit your upload your download will be affected because it doesn't have any upload left to send acknowledge packets back. Most torrent programs have an option to set the max upload limit.
And obviously, if the torrent is downloading with the maximum of your connection, then the rest might be slowed down at the same time. (of course, most also have a max download speed, but really, who uses that?)
Then there's also the maximum number of connections. This can affect speed depending on the cpu of your modem, router, or firewall. E.g Some firewalls go completly berserk if you have a lot of connections
I tend to set it to 350

If you have a bandwidth cap set by your ISP, your internet might go down for like a day if you download a lot of torrents, since torrenting sucks up a lot bandwidth.

What is your suggested upload limit that i should use? Currently i have set mines as 0 and i am using this p2p software: http://aresgalaxy.sourceforge.net/

0 means unlimited upload.
It all depends on your connection's max upload speed.
My max speed is 110KB/sec upload , and I've set my max upload to 40KB/sec
The faster you can upload, the higher the chance you get connected and stay connected with someone that can upload at a high speed as well, but as I said, a too high upload speed (e.g 0=unlimited) will work against you

Having unlimited uploads, as I discovered recently is a very bad thing. All the outgoing traffic causes incoming traffic to go much slower, I set my upload limit at 20kbp/s

Doing that will make you have a horrible ratio and on private trackers where ratio counts your likely to get banned.

Then I use my scheduler (uTorrent) to put a cap on uploads when I'm using the computer but have unlimited at certain times.
