I've often tried to replicate it but been unable to find any good tutorials etc that make anything looking half as good as this.

not the same.

Its just some manual tracing , can be dont in photoshop,illustrator, corel draw , even on flash I believe.

place the original pic below and lock it then just start tracing shadowing of the image or crate your own shadowing .

Mess with the setting until u get something u like.. i guess.

He traced the darker shades of the face with pen tool, then filled it in with black.

Black and white, and change the contrast/brightness to very high.

Greyscale + Threshold + Levels + Gaussian Blur, to create stencils.
