NVIDIA's shader processors are much more complex than ATI's; they run much faster than ATI's. ATI Radeon shader processors run at the same speed as the graphics processing core does, but NVIDIA's run at 2.5 times the core speed (sometimes at other ratios like 2.0), so it's much faster. With overclocking, it's possible to change the 2.5 times ratio.
Specifically, ATI's shader processors get clustered into groups of shader processors, while NVIDIA's run independently. Generally, you can divide the number of ATI shader processors by 5 to find the equivalent NVIDIA shader processors, but cross-comparing across different GPU architectures is not a good way to decide performance.
