Actually you are both wrong... They have to be over 21 and have a valid drivers license...
Also, some states it is 15 1/2 and some states it is 16... You get your drivers permit, and you are allowed to drive with someone with a licenses + 21 of age or over.
After six months (so now you are either 16 or 16 1/2) you no longer need the adult... But you have a restricted licenses (curfew etc etc).
Then when you are 18 or 21 or some age... You have a REAL FUCKING LICENSE!

Not in the state of Texas, they told me I just need someone with a valid drivers license <_<

In California, it's 15 1/2.
And you just need a person with a valid license in the car.

I believe its 18 or older (because its someone that has a valid license.)

In WASHINGTON, you'll need to have someone in the passenger seat with at least 5 years of driving experience at all times. You cannot drive between 10:00PM - 5:00AM (I believe) and you will need at least 30 hours of class and 6 hours with an instructional driver to get your basic license. Even then, you cannot drive anyone outside of your immediate family for 6 months, the next six months you can have three people in the car, and after that you're ready to go. Although, people don't really get caught, so..
To get your learners permit, you MUST be 15 1/2, or 15 if you have already taken a drivers education class, then you must pass the knowledge test to get the permit.

yeah because it's real safe letting 16 year olds drive around with barely any knowledge or experience.
in australia it's 16 you can get your learners, and then 18 for your P's. we have to do 120 hours of recorded driving though, so if you don't have that you're lucky. still then, most teenagers are dickhead drivers, anyway.

| Im 16 (almost 17) and i have a full drivers liscence and i can drive wherever i want with a maximum of 4 people in the car or by myself.
