the 10 commandments were perhaps one of the most basic systems of governments or laws that humans have.
Created by god would probably mean created by something/someone with great insight and a great moral conduct. Stop looking at whats on the surface and be more open minded towards what is on the inside.

On a side note, time to get scientific here.
The human brain has evolved in such a way that its bound to create myths. Why? because we were constantly trying to find answers to the hostile world that we lived in. Every human has ways to handle anxiety. The amount of anxiety created by what was death was so great that we forced our selves to make up myths.
Our primitive brain came up with a conclusion that we will move on from this life and into another to help us deal with death. This is seen in burial sites, before any of the main religions we have today were created.
Myths create religions, or rather, they are the same thing.
Back to the brain, we have areas that create these abstract concepts. We have areas that are highly active during meditation that create the same exact feeling that people descrive when they experience "god" or some for of enlightenment.
And no this isnt something i pulled out of my ass.
Its been something that has been scientifically proven in the past years.
PS:
Beliefs that you understand a god creates personal gods. Which is what creates wars and such things. Personal gods are gods that are "better than yours"
People who trully meditate experience a form of unity with the universe. This unity is often descrived as being with "god" or being "enlightened"
This has also been subject to scientific studies which included meditators from all the main religions. They all experienced the same thing.
And guess what! the researchers found an actual reason and great explanation as to why they feel such a thing. =0
Again, our brains are made to handle this. =/
Our pariatal lobe is particulary designed to handle perceptions of the world.
So god does exist, however it can only manifest itself within our heads.
