No. The 965 has an unlocked CPU multiplier, along with the unlocked memory and QPI. The 920 and 940 doesn't have an unlocked CPU multiplier.

You read the article?
The article did state the black edition has unlock multiplers, but that was not the point. The main focus was the i7 920 has its QPI locked out at 4.8GT/s and ram locked out at DDR3/1066MHz
The i7 965 has a QPI of 6.4GT/s and ram is capable of up to DDR3/1600Mhz.
They found out the retail i7 920, even though the multipliers are locked but at least their QPI and ram frequency aren't.
