How do read and edit dll file?

Well i have a dll file trying to edit it or read it but no programs can do that i havnt found any:(.

Also Another question if a speed of a client is calculated and controled by the server for example in enemy territory wolfenstien. Where would the values be controlled? I mean at which file in server is controlling the speed? I hope you understand me sorry for the bad english.

it's a console variable, it's usually set by the autoexec.cfg on the server side.

It is a console cmd but thats gonna change the whole server speed.
