If price did not matter i would suggest maximum ram with a nice Video card.
Is it going to be used for? Gaming?! or hosting a server?

For s server needs to use SSDs? can't use normal harddrives? :/

He wants maximum speed... and 15000RPM is just that.

It's for a server, so blu-ray isn't needed... and 1000watts would rape his electricity bill.

maximum ram is being used, and video card is not needed... It is a server computer.

Of course it can use normal hard drives.

I had build something like that once
-Dual Intel Xeon Quad Core at 3GHz socket 771
-16GB DDR2 667Mhz FB-DIMMs
-Tyan mobo
-1x Raptor 150GB HD
-2x WD HD for storage
-8800GTX
-Server case with 500w redudant PSU
-XP and Vista 64bit.
With that much power I want to see how Crysis would run (since that game just came out not too long ago), unfortunately the game will always freeze or crash during the loading screen.
Now for your build...
Go with a SuperMicro Case with them Hot swap hdd bays.
There is one where the fans are hot swap too.
For a prebuilt Check out HP iLO series
HP LightsOUT servers.
