What is the point of have a fan grill? I have one that was already there and it traps dust.
But would it be useless if i get one for my CPU fan? Because im planning to get a new fan for my AMD 5400 Black and i need a good fan under $40

You mean the filters on case fans?
Yeah, that's basically to prevent dust buildup over time.
For under $40, there's the Xigmatec s1283 and the Arctic Cooler Freezer Pro 7 for ~$35-36. Pick up a small tube of thermal compound while you're at it.
You don't need a filter on the CPU cooler.

Oh, lots of heatsink/fans come with one of those, I'm thinking it just serves as a hand guard (and for rogue cables, etc) so the fan doesn't get damaged.
Assuming your case is similar to this, which is an ATX-mid, the heatsink/fan should fit.

Oh, I missed the beginning. The Arctic Cooler Freezer Pro 7 (too long of a name) isn't for AM2(+). The s1283 will work, though.

Grilles are just to keep hands or wires from getting caught in the fans. I keep my wires tidy so I don't even bother with them.
As far as thermal compound, just put a little dot in the middle of the CPU core, and when the heatsink gets put on it will spread itself. Remember that more is not better.
