you will struggle to get low-mid at a low res with that setup..

GTA 4 requirements are ridiculously high and cpu intensive

my old setup was:
q6600
3gb ram
8600gts 256mb (bit better than urs)

and it was playable (with driver update) @ 1024x768 @ 15 ish + low-med on the settings @ steady fps

Low or medium settings, depending on the resolution. You'll want a quad core processor if you wish to increase the vehicle AI. As far as graphics card goes, it doesn't have to be especially powerful (the equivalent of an 8800GT/G92 core), but the high-res textures enabled at the max texture setting is a real VRAM hog (over 1.5GB of VRAM required to power the max settings at high resolutions). Also, the reflection resolution, shadows, and water do still hit the VRAM hard; you'll want to manually configure each of the settings with the 1.0.2.0 patch.

You can use the -availablevidmem commandline trick, but you'll be stressing your physical RAM capacity; GTA IV on its own takes up over 1GB, on top of the extra RAM you are allocating for textures and graphics-related processing.

Edit: I never said the 8600GT was a good card; I stated that generally, an NVIDIA G92-based graphics card is about the relative processing horsepower needed to render the game.

The 8600gt is not a very good card, its much worse than the 8800gt, either a 8800/9800 or an inbetween ati card like 4670/4850/4830 would be a much better choice

Still the 8600GT he use got 512mb memory size, which is needed for playing in normal resolutions.

To be honest, GTA IV isn't that great of a game, especially when it won't run smoothly on your PC.
I've got an E8400@over 4GHz and an overclocked HD 4850, and I dipped below 30fps, so I dropped the game and went out to pick up Fallout 3 (which can easily be maxed out by my setup and it the better game of the two.
