It should be a great OC'er, 200MHz core clock, 13x multiplier, 45nm process with low power output, and great pricing.

13x multiplier with 200MHz FSB? Overclock the FSB to 400MHz (all "good" mobos should handle that) and you get a 5.2 GHz quad-core. The lower amount of L2 cache also increases OC ability. These things will be the new Q6600.

It's only 65W, as well. That's what the upper Core 2 Duos are.
C2Qs are 95W?
Anyway, I'd buy one just to see how far I could push it.

More L2 cache doesn't give a linear increase in performance. The 13x multiplier is sweet. 65W TDP, 45nm, and less L2 cache increase OC ability. I bet we see these things hit 4+ GHz on AIR.

I never said it gives a "linear increase in performance".
Sometimes it doesn't even affect performance much at all. Other things make good use of the L2 cache, and more is very handy.
