1) Size, the size os not for a siggy, siggys must be like 500 * 150 or something like that

2) Effects, you polaced too much effects, even on your principal render,
your principal render should be almost untouched.

3) using of stroke effect, it was too rough try with thinner lines or no stroke , also a glow could help

4) you need to choose yoru colors beter, the contrast its good but here its just too violent

5) background theme, you should have at least something in mind to the background not just applying some random filters to see what you get

6) I always suggest to put a border on almost any work, siggys for me its a must unless your work haves a limit on the edges by itselft

7) get a better render, that naruto is a bad cut, look at the hair

8) the background its made to make the render go to the front and show off it, its not just to fill the blank space

9) I like the idea of that red lines in the background to make a contrast but it was just too rought.

10) if you are using smooth gradients like in that background never use noise effects

11) explore with different fonts and try to make them fit nicely with the colors in the background , maybe with a glow or another effect

12 and last one ) dont worrie this just takes practise, also you can see some tutorials at deviant art or here www.creativecow.net they have very good video tutorials for GFX not only fotoshop
