Pixels are always going to be stretched when you enlarge unless it's a vector image (svg for example, which Photoshop can't open anyway ) _________________

To change image size go ctrl+alt+i and click 'restrain properties'
I think its image>sharpen to sharpen and it also depends on the resolution settings on the image if you don't want a pixellated picture.
