Depending on if you bought your computer from a manufacturer or not, the case may not offer such a great airflow system, but that's up to you.
If you're in the US, go to newegg to choose parts.
Here's the basics for a system about $900-1000.

Intel C2D E8400
ATI Radeon HD 4850
Asus P5Q PRO (or P45 Gigabyte alternative)
2x2GB DDR2 800
650W Power supply unit
Big Typhoon, Ultra-120 w/ fan, or Tuniq Tower for an aftermarket CPU cooler (air)
DVD drive (up to you)
Floppy disk drive (worth having at $10)
Any hard drive will do --pick your capacity of choice, 500GB goes for around 60-5, 1TB 110-20.

Parts if you want to upgrade:
4870 or 4870x2 graphics card,
Q9550 for a better processor.

2. Hardware accelerated desktop environment
3. Memory not used is wasted, might as well have it used to open programs more quickly. If you DO need a (lot) of memory, Windows will cut back on how much it's using.

OP, get that motherboard (the Gigabyte) if you're going to overclock at all, but I would recommend the one of the ATI cards I mentioned over the 260...
