I was using CE for this game. I actually think it was pinball.
So I opened Memory View and started changing all this stuff.
I was ticking ZF and EIP on everything I saw.
In the green area I was changing all those HEX to random stuff.
Then my laptop went to BlueScreenOfDeath.
Then it starting doing this procedure thing.
And after that it wouldnt boot up.
Is this normal?

What you did in there changing all that stuff isn't 'normal'. What did you honestly expect to happen?

I wanted to learn about memory view.
Because i'm used to only searching for a value then editing it.
Also I couldn't find a tutorial for Memory View. So I wanted to teach my self.

Anyhow, it depends on which addresses you did it. If it was just the normal process memory, (below 0x80000000) then it's just windows' or that of a device driver's fault (for not checking user input), and not ce.
If you did it in kernelmode memory, then yes, you can have messed up anything
edit: You mention green addresses, which means usermode module memory. In which case, it's not your or ce's fault, but just windows itself
And could also just be plain random that it crashed while you where doing this. Same as moving the mouse to the left upper corner of the screen and then getting a blue screen of death because the harddisk died (omg, because i moved the mouse to the upper left of the screen it caused my hard disk to die)

Well when I turn it on, the screen goes black and white text appears saying
"Missing or Damaged hal.dll"

Most likely you ran someone elses 'trainer' before restarting which deleted your hal.dll
